Mr. Rockwell started working for the City of Douglas on March 3, 2025.

Mr. Rockwell has a BS in Civil Engineering from the University of Arizona. His engineering experience includes infrastructure (water, sewer, roadway, parks, drainage, site grading and land planning) design and construction administration, supervisory roles with design teams, engineering branches and divisions, quality control for engineering design, design and design review of private development projects, construction observation and certification of completed projects.

Mr. Rockwell previously worked for the City of Tucson, American Samoa Government, Yavapai County, Republic of Palau, Claycomb Rockwell Associates, Maricopa County and Ardurra. Work Titles have included: Engineer 1, Highway Branch Manager, Civil Division Manager, Senior Civil Engineer, Design and Review   Branch Manager and Senior Project Manager.
