Utilities Billing
Responsibilities
The City of Douglas Utilities Billing is responsible for establishing and maintaining customer utility accounts. The department bills approximately 5,600 active accounts each month for water, sewer, and garbage collection services provided by the City. Our goal is to provide our customers with a high standard of courteous and effective service responsive to the individual customer's needs.Go Paperless for Billing
Enroll in electronic billing and receive a 1 time $5 credit. Residents may pay their City utility bill in person or mail to:

The City also offers a pay station location where you can drop your payment in an enclosed envelope in our secure drop box. The secure drop box is located on the Southwest corner of City Hall on 9th Street and H Avenue.

New Customers
New customers must fill out our Service Application (PDF). New residential customers will be subject to a security deposit. An application fee of $15 will also apply. Discover a full list of all customer class security deposit fees by viewing the Security Deposit Fee Schedule (PDF).
