Dawn Prince Bio

Dawn Prince started her Public Service career more than 20 years ago in the New York State Government System where she worked for the New York State Unified Courts, providing various levels of Human Resources support to a contingent of 2500+ public employees, including both appointed and elected Judges. After moving to Arizona in 2003, Dawn served with Maricopa County and the City of Phoenix in various capacities before finding her way to the City of Peoria.

Dawn spent 12 years with the City of Peoria serving in various departments including Human Resources, the City Manager’s office and the Neighborhood and Human Services Department. While serving in Human Resources, Dawn supported the needs of City staff with a wide range of Human Resources issues, holding several Human Resources positions including Human Resources Manager. Her areas of expertise include employee relations, labor relations, recruitment, classification, compensation, benefits and training. She also served as the sole negotiator for the meet and confer process with the City’s four recognized labor groups.

Following her time in Human Resources, Dawn spent several years as Assistant to the City Manager assisting with general City operations, constituent relations and overseeing Mayor and Council Office administration. During this time, she worked on several key citywide projects including the Old Town revitalization, the mid-decade Census, the General Plan update and Redistricting. She also served as the liaison for several community organizations such as the Peoria Chamber of Commerce, the Peoria Arizona Historical Society, the Peoria Unified School District, the NAACP, the Greater Phoenix Urban League, the NFBPA and the Alliance for Innovation.

Most recently, Dawn served in the Neighborhood and Human Services Department as the Family and Youth Services Manager. In this role, she managed a multimillion-dollar budget while overseeing all family and youth programs including 23 before and after school programs, a pre-school, 8 summer programs, Adaptive Recreation Programs, a Group Supported Employment Program, Special Olympics Sports programs, an Active Adult program, a 26,000 sq. ft. state of the art Neighborhood Community Center, and a sizeable staff of 250+ professional and hourly employees. She also served as the chair of the City’s Employee Diversity Committee.

Dawn is an active member of the International City/County Management Association (ICMA), the National Forum for Black Public Administrators (NFBPA) and the Arizona City County Management Association (ACMA). She also currently serves on the ACMA Board.

She holds a bachelor's degree in History and Education from Charter Oak State College and a master's degree in Human Resources Management from Webster University.

When not working to serve the communities she loves, Dawn spends time enjoying Arizona’s amazing outdoors with her 3 adult children, Ameera, Megan and Justin.
