Title: Housing Manager

Xenia Gonzalez is the Housing Manager at the City of Douglas. She has a Bachelor of Science in Management (Cum Laude) from Western International University in Phoenix. Xenia has been with the City of Douglas since October, 2006, having started as a temp in the Administration Department as the Executive Assistant to the City Manager, where she was permanently hired and remained until her move to the Housing Department. She has ten years experience in the Housing Department, having transferred over to the Housing Authority on March 2, 2009. Xenia has been the Housing Manager since January, 2014, after serving as Interim Housing Director beginning in July 2013.

Xenia has experience in Section 8 Housing Choice Voucher (HCV) program, moderate-rehabilitation housing assistance program, multi-family housing assistance program and CDBG grant administration. Xenia has certifications in HCV Rent Calculation, HCV Eligibility Specialist, Housing Choice Voucher Specialist, Hearing Officer Specialist, HCV Housing Quality Standards Specialist and HCV Executive Management. Ms. Gonzalez is also a commissioned Notary for the State of Arizona, County of Cochise, since August 2009. She is a member of NAHRO (National Association for Housing and Redevelopment Officials) from 2009 to present and is also a member of AHADA (Arizona Housing Authorities Directors’ Association) since 2013, when she took over as Interim Housing Director.

Xenia serves as the Chairperson for the Program Coordinating Committee for the Family Self-Sufficiency Program, she is the Secretary/Treasurer for the City of Douglas Youth Activity Fund Committee and is currently serving as the representative for the City of Douglas on the Census 2020 regional Cochise County Complete Count Committee.
