CODE ENFORCEMENT DIVISION
The Code Enforcement Division (CED) administers programs designed to protect the public's safety,
welfare, and property value through enforcement of the City of Douglas ordinances and State laws
relating to land use, zoning, housing, public nuisances, vehicle abatement, and vegetation/fire hazard abatement.
The following list outlines the various duties and functions that are under the jurisdiction of the Code Enforcement Division:

Public Nuisances: The enforcement of all applicable City and State regulations governing
public nuisances such as: graffiti, collections of junk, trash, debris, garbage, rubbish
and related materials, junked appliances or furniture, waste tires, dismantled, junked or
wrecked motor vehicles, machinery, equipment or parts thereof, mattresses/beds, and the
build-up of same types of junk that pose a hazard to the public's health, safety and welfare.

Demolitions & Rehabilitation (residential): Coordination of property restoration and clean-ups
that are done by the owner. The CED also administrates residential structure demolitions for
housing that have been declared a substandard/dangerous property and a public eyesore.

Substandard Buildings (commercial): The CED makes sure the commercial buildings within the Corporate
City Limits follow the established City and State regulations regarding minimum standards for preserving
the general public's health, safety and welfare.

Blight Abatement: The enforcement and removal of all types of conditions that cause property values to decline.

Abandoned/Inoperative Vehicles: Abatement of any vehicles the do not operate under their own power,
or any section or part of a vehicle, that are kept on private property or City Right of Way.

Land Use Violations: The enforcement of City zoning regulations and land use ordinances, and
the administration of clean-up actions required.

Sign Registration: Enforcement of the City sign ordinances and regulations requiring that all private use
signs in the City are to be registered with the Code Enforcement Division.

Home Occupation Permits (HOP): Reviewing of the required permit to establish a home-based business.

Legal Actions: The legal process begins with the issuance of a Notice (i.e.: Notice to Abate,
Notice of Violation, etc.). Time is granted to eliminate the problem. If the problem still exists, a civil citation may be issued.
